In the disaster restoration business we run into this on a daily basis and odor alone often extends the scope of the cleanup and disruption associated with fire, biohazard and sewage losses. In multi-unit housing, a small loss in only one unit may result in the spread of odors to common areas and adjacent units, and can result in liability claims. The residents of these units must often be relocated at considerable expense, or at the very least they may demand that some cleaning be done in their own unit because of the perception that they have somehow been exposed to whatever loss occurred in the building. For many people, their sense of smell is what guides their perception of “clean.” The odor that they are experiencing does not by any means indicate that there is a need for cleaning, but based on their perception of the situation, they are entitled to the same cleaning services as their neighbor who actually experienced the loss. Relocation expenses are also a factor when the loss occurs in a single family home. Moving a family of four into temporary housing and paying per diem will result in several hundred dollars a day in additional costs on the claim.
